Commerce Commission receives undertakings for mobile termination access services (New Zealand) January 16, 2009

The Commerce Commission’s investigation into whether or not mobile termination access services should become regulated has received undertakings from Vodafone, Telecom and NZ Communications as a proposed alternative to regulation. The Commission is now making public the undertakings and interested parties are invited to comment by Thursday 5 February 2009.

The Commerce Commission has twice recommended regulating mobile termination charges from fixed line phones, but was overruled by the last government, which instead accepted voluntary offers from Vodafone and Telecom to gradually reduce rates over several years. The commission said it would take a fresh look at regulation in November, and expects to make a final recommendation to Communications Minister Steven Joyce by mid to late 2009.
