EC picks Inmarsat, Solaris for mobile satellite services May 15, 2009

The European Commission has selected Inmarsat and Solaris Mobile to provide mobile satellite services across Europe. The services, such as high-speed internet access, mobile television and radio or emergency communications, will be provided over a specifically reserved spectrum. Mobile satellite services (MSS) are expected to offer wireless communications to millions of EU consumers and businesses with portable terminals carried by a person or mounted on a car or a ship. They can also help bridge the digital divide in the availability of high-speed internet coverage by reaching rural and less populated regions. Member states now have to ensure that Inmarsat Ventures and Solaris Mobile have the right to use the specific radio frequencies identified in the Commission’s decision and the right to operate their respective mobile satellite systems. These providers have to be authorised to use their satellite systems all over Europe for 18 years from the selection decision.

UK report recommends spectrum caps ahead of auctions May 14, 2009

The UK government has issued an independent report on dividing existing and future mobile network spectrum. After the mobile operators were unable to reach an industry agreement on their existing spectrum holdings, the government asked former Ofcom director Kip Meek to act as an independent broker and develop a plan for the 2G and 3G spectrum. His proposals also incorporate the 2.6GHz spectrum for Wimax and LTE and the so-called digital dividend in the 800 MHz band, which still must be auctioned. According to the report, the goal is to give network operators certainty on their future investments, encourage further take-up of mobile broadband and use new technologies to achieve the government’s goal of near universal broadband access. A quick and efficient division of the spectrum could mean all of the UK enjoying mobile broadband at 4 Mbps within five years, while many urban years would see up to 50 Mbps.

On the spectrum to be auctioned, Meek proposes an auction of the TDD 2.6GHz spectrum for Wimax services by year-end, and a later auction combining the FDD 2.6GHz and 800 MHz frequencies. Meek would like to see regional and speed obligations on services deployed in the 800 MHz band to enhance broadband access, while the current 3G licence holders would receive incentives for expanding broadband access, such as indefinite licence terms and relaxed rules on rural infrastructure sharing.

To enhance competition, Meek proposes a temporary cap on spectrum holdings, at 2 x 60MHz for overall mobile FDD spectrum. Existing holders of sub-1GHz frequencies would also face a cap, so as to obtain 800MHz frequencies they must give up 900MHz holdings. The caps would expire a year after the combined spectrum auction. The latter cap applies to Vodafone UK and O2 UK, who each already have 2 x 17.2MHz in the 900MHz band. Orange UK and T-Mobile UK each have 2 x 30MHz at 1800 MHz. While they could bid freely for 800MHz or any 900MHz given up by the other two operators, they would only be able to bid for 2 x 10Mhz of the 2.6GHz frequencies in order to remain under the cap. They would have to give up 1800MHz or 2.1GHz frequencies to gain more in the 2.6GHz band. 3 UK and any new entrants would be able to bid freely for any of the spectrum, within the limits of the auctions. Meek’s proposals will go to the department for business and regulatory reform, which will formulate a government decision for Ofcom to enact.

VeriSign sells European mobile branch to Sinon February 9, 2009

Global internet infrastructure services provider VeriSign is selling its European mobile branch to Austrian investment group Sinon, with effect from 1 January. The new company, which specialises in mobile messaging, will be called Mobile Messaging Solutions. The sale follows VeriSign’s decision to withdraw from the mobile business sector and focus more on its online naming and security activities. MMS has named Otto Legerer as CEO. The management team comprises Peter Kraus as CFO and Harald Weinberger in the role of CTO. Kraus was previously VeriSign’s financial manager. Weinberger says that the company aims to expand its presence in Vienna and Central and Eastern Europe. Furthermore, ongoing technical development and innovation will be encouraged allowing the company to continue its ongoing expansion into new markets in Asia and Africa. MMS aims to provide mobile applications and SMS services with its international mobile messaging network made up of data centres. These centres will be responsible for the transmission of more than 240 million SMS messages each year on behalf of tier 1 clients including all Austrian mobile communications operators, media providers and large branded organisations. The company will also focus on SMEs to receive support for mobile marketing. MMS and VeriSign plan to continue a long-term partnership within the verticals of mobile security and mobile international services.

Deutsche Telekom Substantially Increased its Customer Numbers in 2008 January 30, 2009

Deutsche Telekom has issued a trading statement and says that it saw encouraging developments in its mobile communications markets during last year. The number of customers with the companies in Europe and the United States totaled 128.3 million. This means that the number of customers increased organically by 7.6 million. The contract customer segment accounts for 5 million of this growth with a current customer base of 65.9 million.

T-Mobile Deutschland also defended its leading position in Germany. With over 950,000 new contract customers, the high level of the previous year was reached once again. The successful introduction of the Apple iPhone 3G and the attractive range of calling plans were the main reasons for this development.

T-Mobile International CTO to leave the company January 27, 2009

T-Mobile International chief technology officer, Joachim Horn, is leaving the company at the end of March.The operator said that horn is looking to ‘pursue a new professional opportunity outside of Germany’. A successor will be announced ‘in the near future’.During his time at T-Mobile, Horn was responsible for implementing large scale network modernisation in the core, radio and service platforms. He is also credited with laying the foundation for mobile broadband at the company by introducing both HSPA and Edge in the European networks.Horn joined T-Mobile in 2003 as technology director for T-Mobile Germany and head of planning and engineering for T-Mobile International. He took on the role of chief technology officer and member of the executive committee in December 2006.

Two Million Phones Recyled in 2008 by Regenersis January 23, 2009

Regenersis, Europe’s largest mobile phone recycling and reuse provider, has announced that they processed more than 2 million handsets for reuse and recycling in 2008.The company processed 2,007,652 handsets, the equivalent of one every 15 seconds. Handsets are cleared of all data, fully tested. If a handset is beyond repair or too old it is sent for safe recycling, ensuring nothing goes to landfill.

In addition, Regenersis studied a random sample of 2,000 handsets processed during the first week in December and found that 99% of handsets received contained some sort of personal data, including: Contacts, SMS messages, pictures, music, videos, calendar entries, emails, notes, mailing lists and to do lists. In some cases, extremely sensitive information was contained, including bank details, addresses, and confidential emails.

Hungarian regulator unveils bidders for UMTS, Wimax tenders January 8, 2009

Hungarian telecommunications regulator NHH has announced the bidders for its UMTS and Wimax licence tenders. The regulator received four bids for bundle A, which allows a fourth GSM/UMTS service provider. The offers were submitted by Digi, Dream Com Tavkozlesi, Invitel Tavkozlesi and Mobinet Tavkozlesi Projekt. Digi and Mobil Wireless Broadband Hungary submitted bids for the bundle B, which offers room in the 450 MHz frequency band. Bidders for the 26 GHz tender include Invitel Tavkozlesi and Vodafone Hungary for bundle C (112 MHz), Magyar Telekom for bundle D (84 MHz), Antenna Hungaria, GTS Datanet Tavkozlesi for bundle E (56 MHz), and Invitel Tavkozlesi, Mobile Wireless Broadband Hungary and Mobinet Tavkozlesi Projekt for both bundles F (56 MHz) and G (112 MHz). In the case of successful bids, winners of bundles A and B will be granted frequency usage rights for 15 years, and winners of bundles C-G will enjoy such rights for a period of 10 years.

Mobile Termination Rates to Fall in Hungary January 8, 2009

Hungary’s telecoms regulator, the National Communications Authority (NHH) has announced plans which will require the three Hungarian mobile operators to reduce their termination charges in their networks. Termination charges should uniformly fall to HUF 11.86 in three steps by 1 December 2010.Currently, the three service providers levy different termination charges. HUF 19.75 per minute is charged for the termination of calls made from an external network to the network of Magyar Telekom, and HUF 20.29 and HUF 20.99 are billed in Pannon’s and Vodafone’s network for such service, respectively.The decrease in termination charges will allow the retail prices of fixedline and mobile calls directed to (terminated in) mobile networks to be reduced further.

Termination charges will drop unvaryingly to HUF 14.13 on 1 January 2010 to reach the cost-based charge of HUF 11.86 on 1 December 2010, a charge determined by the Board on the basis of the BU LRIC (Bottom Up Long Run Incremental Cost) model which produced positive results in international regulatory practice. According to the decision, by December 2010 the wholesale charge for the termination of calls to mobile networks will fall by approximately 40 percent compared to current charges, with the termination charges of the three Hungarian mobile operators already having been cut by approximately 30 percent over the preceding three years.

Orange upgrades 3G in N Ireland and Scotland, network performance improves by 20% December 26, 2008

Orange has boosted its 3G and 3G+ (HSPA) networks in Northern Ireland and Scotland. Some 760 sites have been upgraded across the areas, resulting in a 20% improvement in network performance for both voice and data, claims Orange.

Orange Vice President for IT and networks Pete Marsden said, “We are investing heavily in updating and improving our infrastructure to meet our goal of being the best UK network for coverage and reliability.”

Orange is offering over 94% population 3G coverage and over 70% HSPA across the UK.

Carphone Warehouse Founder Resigns After Using Shares to Secure Personal Loans December 9, 2008

David Ross, one of the two co-founders of the UK based mobile phone retailing giant, Carphone Warehouse (CPW) has resigned with immediate effect, after it was revealed that he had used his shares in the firm as collateral against personal loans. The company issued a statement this morning, noting that between 2006 and 2008 and as part of a package of security comprising other assets of substantial value, Ross had pledged 136.4 million ordinary shares (worth around US$191 million) in the Company against personal loans. He currently owns 177 million shares – representing about 20% of the company.

London stock market rules require that a company director notifies the exchange if they use their shareholdings as collateral against any other loans or liabilities. David Ross has also notified the Company that none of these loans is currently in default and that he has no current intention to sell any of his shares in the Company.
